CI/CD & DevSecOps Engineer (CTM / GCCS-M Containerization)

Program:
CB-ISEA – 415X CI/CD

Location:
On-site (NIWC Pacific) with remote workdays available

Clearance:
Active DoD Security Clearance required

Salary: $105,000 - $150,000

Role Summary

We are expanding our CI/CD team to support both a VM-based and a fully containerized version of GCCS-M software, as well as ongoing CTM development and sustainment. This role will be directly involved in the design, build, and evolution of new pipeline infrastructure that supports modern, secure, and repeatable delivery patterns across Navy environments.

This is a hands-on, foundational role focused on building scalable CI/CD and DevSecOps solutions that can be reused across systems and teams.

This is not a “run Jenkins jobs” position. We are looking for an engineer who understands how pipelines, container platforms, security controls, and DoD constraints come together in real operational environments.

Primary Responsibilities

  • Design, build, and maintain CI/CD pipelines supporting CTM development and sustainment
  • Architect and implement new pipeline infrastructure to support a fully containerized version of GCCS-M
  • Support pipeline workflows for VM-based and containerized deployments
  • Build container image pipelines (build, scan, sign, deploy)
  • Integrate security tooling, including:
    • SAST / DAST
    • Container image scanning
    • STIG hardening and compliance
  • Support Kubernetes-based platforms (EKS, OpenShift, K3s, or similar)
  • Collaborate closely with software engineers, system engineers, and government stakeholders
  • Produce technical documentation and diagrams to support ATO, sustainment, and transition/handoff

Required Experience

  • 5+ years of experience in CI/CD, DevSecOps, or platform engineering
  • Active DoD Security Clearance
  • Security+ certification
  • At least one operating system–level certification (Linux or equivalent)

Nice to Have

  • Strong experience with containerization (Docker, Podman, Buildah)
  • CI/CD tooling experience (Tekton, GitLab CI, Jenkins, GitHub Actions, or similar)
  • Kubernetes experience (EKS, OpenShift, Rancher, K3s)
  • Linux systems experience (RHEL preferred)
  • Experience working in DoD or other regulated environments
  • Infrastructure-as-Code experience (Terraform, CloudFormation, Ansible)
  • GCCS-M, CTM, or Navy C2 system exposure
  • Experience supporting ATO processes
  • Experience integrating or managing Keycloak
  • Familiarity with Iron Bank / hardened container images
  • AWS GovCloud experience
  • Prior experience standing up new CI/CD pipelines from scratch

What Success Looks Like (First 6–12 Months)

  • CTM CI/CD pipelines stabilized, hardened, and documented
  • New GCCS-M container pipeline stood up and reusable
  • Security scanning integrated and consistently passing
  • Clear, repeatable pipeline patterns adopted by other teams
  • Reduced build friction and improved delivery across the program

Salary Range: $105,000 - $145,000

Role Summary

ODME is seeking a Systems Engineer to support the MATRIX CHAT team with a focus on VM-based deployment, CANES integration, and operational test execution in support of a fixed, two-week RIMPAC test event in June.

Primary Responsibilities

  • Develop and maintain VM-based (non-containerized) deployments of MATRIX CHAT
  • Build VM images using Packer and supporting Infrastructure as Code tooling
  • Integrate deployments into vSphere / vCenter environments
  • Support deployment within CANES backbone constraints and air-gapped environments
  • Produce deployable VM templates, customization files, and operator-ready artifacts
  • Support App Arsenal deployment paths as required
  • Assist with cross-system chat integration, including MATRIX ↔ MAKO bridging (IRC-based)
  • Tailor MATRIX CHAT v1.2 prior to VM release
  • Support integration testing, shipboard testing, and June RIMPAC test execution
  • Produce clear, sailor-friendly documentation for deployment and operation
  • Work closely with program leadership to track risks and readiness leading into RIMPAC

Required Qualifications

  • 5+ years of experience building and developing VM images in vSphere / VCenter environments
  • Active DoD Security Clearance
  • Security+ certification
  • At least one operating system–level certification

Desired / Bonus Skills

  • Experience with GitLab pipelines or Tekton
  • Familiarity with IRC-based chat systems or messaging bridges
  • Exposure to Kubernetes / K3s, ArgoCD, or containerized systems (contextual knowledge)
  • Prior shipboard testing, fleet support, or exercise participation (e.g., RIMPAC)
  • Ability to operate independently under schedule pressure Hands-on experience with Packer
  • Familiarity with Infrastructure as Code concepts (Terraform preferred)
  • Experience operating in air-gapped or restricted network environments
  • Understanding of DoD deployment environments, particularly CANES
  • Experience supporting system integration, test events, or operational exercises
  • Strong troubleshooting skills across infrastructure and system boundaries
